Purpose
The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator based neutron source. Together these facilities operate 24 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. The Deputy Associate Laboratory Director (ALD) supports the Associate Laboratory Director to develop and direct the scientific user and instrument and neutron source development programs at the SNS and HFIR and help set the strategic scientific direction to meet the community needs of the future. The Deputy ALD serves as the acting ALD in the ALD's absence.

Major Duties/Responsibilities

* Establishes and implements, with stakeholder input, the scientific vision and policy for leading-edge neutron-based research
* Supports the ALD to develop compelling scientific research and facility improvement programs for the Laboratory Strategic
Plan
* Coordinates the establishment of priorities for strategic investment in new instruments, ancillary equipment , instrument upgrades, personnel, data management, and neutron source  performance
* Works with the science division directors to establish an integrated internal science program to enhance leading edge science
* Works with the ALD and division directors to develop a long term plan for improving and growing neutron scattering capabilities to meet the future need of the national scientific user community
* Leads key interfaces with the Department of Energy, officials, other government agencies, the scientific community and other key stakeholders
* Facilitates and supports an active user program to enable internationally recognized user-driven research
* Provides recommendations to the ALD and Advisory Boards on strategy and resources needed to enhance the scientific productivity of the SNS and HFIR scattering facilities
* Builds an integrated cross-directorate strategy that best combines and leverages neutrons with other unique ORNL
capabilities
* Ensures that the balance between user and ORNL-driven science initiatives is optimized to achieve maximum scientific
impact

* Assumes line management authority for ALD functions that may include supervision of Division Directors, technical group
leaders, budget preparation, salary planning, staffing, employee relations, and performance management
* Recruits, attracts and enables the development and retention of a highly-skilled and diverse staff
* Provides strategic direction and advice to ALD to integrate and balance science, engineering development, and operations and support activities
* Works with the ALD and division directors to set overall priorities and to ensure rigorous execution of instrument development plans
* Represents the Neutron Sciences Directorate before review committees, advisory committees, and visitors; and at conferences, workshops, invited talks/lectures, and technical meetings
* Serves as a member of external review teams, editorial boards, advisory committees, and/or conference organizing committees
* Maintains a strong commitment to the implementation and perpetuation of values and ethics in the work environment
* Ensures compliance with, and leadership for, environmental, safety, health, and quality program requirements

Qualifications Required

The position requires a Ph.D. in physical sciences, engineering, or related fields with a minimum of 15 years of professional research experience beyond the doctorate. A distinguished record of research achievement, as evidenced by scholarly publications, patents, and/or funded research grants is required. Extensive experience (10 years or more) in managing and leading multi-disciplinary research groups or organizations is preferred, and experience managing an international user facility would be an asset. Candidates must have excellent written and verbal communication skills and enjoy working in a team environment, with the collaboration of all levels, disciplines, and diverse cultural backgrounds within the organization and across the broader neutron research community. The successful candidate must possess a demonstrated record of supporting the professional development of research staff and must also foster and maintain high standards in Scientific Ethics, Environment, Safety, and Health (ES&H) and Quality Assurance.

Work Directions and Interfaces

Reports to ALD for Neutron Sciences Directorate; Interfaces with Division Directors, Business, Operations, Safety and
Human Resource Managers.
