Purpose
The Neutron Sciences Directorate (NScD) at Oak Ridge National Laboratory (ORNL) operates the High Flux Isotope Reactor (HFIR), the United States' highest flux reactor based neutron source, and the Spallation Neutron Source (SNS), the world's most intense pulsed accelerator based neutron source. Together these facilities operate 27 instruments for neutron scattering research, each year carrying out in excess of 1,000 experiments in the physical, chemical, materials, biological and medical sciences for more than 3,000 visiting scientists. Purpose:
The Systems Engineering group within the Research Reactors Division is responsible for the High Flux Isotope Reactor (HFIR) configuration management program, provides technical support to operations and maintenance, and performs systems analysis. The Instrument and Control (I&C) engineer performs design engineering in support of modifications to reactor instrumentation loops and control systems, provides technical support for I&C maintenance activities, and conducts performance analysis of reactor systems. This position will be assigned responsibility for specific HFIR plant systems.

Major Duties/Responsibilities

Configuration Management:
* Prepares I&C engineering designs for new installations and for replacement and upgrade of reactor structures, systems, and components.
* Performs calculations and analyses to support design development.
* Applies relevant codes and standards, such as DOE Orders, ICC, IEEE (including Nuclear Standards), etc.
* Task leads field installation and testing of instrumentation loop design changes.
* Prepares design specifications to define and determine performance criteria for component upgrades.
* Writes material specifications and initiates procurement of nuclear safety-related materials.
* Implements modifications in accordance with nuclear configuration control processes.
* Prepares and maintains as-built documentation for assigned reactor systems, including engineering drawings, specifications, system descriptions, relevant databases, and labeling.
Maintenance Support:
* Troubleshoots and analyzes system and component failures and develops corrective actions.
* Provides written work package instructions to perform and document work.
* Provides field technical supports to craft supervisors and craft.
* Develops and implements I&C preventive and predictive maintenance work instructions.


Operations Support:
* Performs operability assessments to determine equipment impact on HFIR operation.

Systems Analysis:
* Supports software development for replacement and upgrade of reactor control systems.
* Supports software development activities including but not limited to functional descriptions, V&V plans, SQAP plans, simulation tests, etc.
* Analyzes and trends results of preventive and predictive maintenance data.
* Analyzes equipment performance history.
* Performs overall systems health evaluation in accordance with HFIR's Reliability Program, which involves the following:
- System Health Indicators
- Identification of new and status of existing equipment vulnerabilities
- HFIR 3-Year Planning Activities
- Identification of Spare Parts deficiencies
- Walk-Downs to Assess System Configuration and Material Condition
- Assess of open Modifications, Deviations, and Corrective Work Packages

Qualifications Required

BS in electrical engineering or related field with at least 4 years of relevant experience in nuclear design/ systems/ maintenance and instrumentation systems, both analog and PLC based, or an equivalent combination of education and experience. Demonstrated ability to develop and interpret requirements and technical specifications required. Must possess strong oral and written communication skills, demonstrate good interpersonal skills, and work well in a team environment.

Qualifications Preferred:
Familiarity with Allen Bradley Control Logix is a plus. Familiarity with the regulatory programs which define the HFIR work environment, including DOE Orders pertaining to conduct of operation and maintenance, OSHA requirements, and IEEE standards is preferred.

Other Job Requirements:
This position is a Workplace Substance Abuse Program (WSAP) testing designated position which requires passing a pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing and undergoing testing without advance notification. The occupant of this position will also be subject to an ongoing requirement to report any drug related arrest or conviction or receipt of a positive drug test result to the Company.

This position also requires Rad Worker II training.

Work Directions and Interfaces

Reports to the Electrical and I&C Systems Engineering Team Lead. Interacts with personnel at all levels within the HFIR.

Authority/Approval Levels:
May provide work direction/guidance to technicians and craft personnel.

Measures of Effectiveness

* Successfully performs analytical analysis on a variety of reactor instrumentation loop and engineering problems.
* Successfully designs and develops transfer functions and software controls for reactor control systems.
* Have a working knowledge of Allen Bradley, RSLogic, GE iHistorian, and other software codes required to configure the reactor control systems.
* Demonstrates technical competence.
