       .ANNUAL INTERNATIONAL ADVISORY COMMITTEE MEETING WAS HELD.

          On February 28 - March 1 the annual meeting of the International
Advisory Committee was held at KEK.  This year, the main issues were 1)
a timely completion of the project, 2) organizational structure at the
operational stage, and 3) an operational budget for J-PARC.

          The Committee picked these three subjects seriously.  First, the
Committee advised both the KEK and JAERI administrations, together with
the J-PARC Director, to make the best effort to obtain funds to allow the
completion of the project within JFY2007.  It is the world expectation to
make this facility competitive enough to other facilities such as SNS.

          Secondly, although the committee recognized the serious effort by
the
project team to evaluate the needed operational fund for the
J-PARC facility, the Committee recommended a further effort to make a
bottom-up cost analysis.  In addition, the Committee recommended holding
an outside review on the cost analysis on the needed budget for operations.
Note that the Council of Science and Technology Policy in Japan requested
the project team (,and KEK and JAERI) to submit a detailed cost analysis
of the operational budget by the end of the summer of this year.

          Finally, the Committee spent some hours to discuss an
organizational structure at the operational stage.  The Committee showed
many examples in the world.  It is their hope that the final organizational
structure is clear and simple to the outside world, to allow an easy access
to J-PARC from the world.


       .WORKING GROUPS ON THE ORGANIZATIONAL STRUCTURE
        OF J-PARC.

          Recently five working groups were created to discuss the
organizational structure of the J-PARC at the operational stage.
The name of the new organization at the operational stage is called the
"J-PARC Center".  Since an application document on the radiation safety
must be submitted to the Government by July 2005, a partial start of this
J-PARC Center is required from the viewpoint of the management of
radiation safety.  Thus, the discussion of "J-PARC Center" is carried out
intensively.

          Five working groups have been discussing 1) a guiding principle
of the Center, 2) Treaty or Agreement between KEK and JAERI, 3) a
detailed analysis of the operational budget, 4) a needed structure for
the safety management, 5) a guiding principle for operation of neutron
scattering experiments including a beamtime fee.

          Within a few weeks, summaries of individual working groups will
be written and they will be submitted to the Steering Committee of J-PARC.
Discussions with our funding agency, MEXT, on these issues are in
progress at the same time.


       .KEK TOKAI CAMPUS STARTED ITS OPERATION.

          From April 1, 2005, the Tokai Campus of KEK started its
operation.  On that day, 23 KEK members decided to move to the Tokai
campus. From now on, a significant number of people will move from Tsukuba
campus to Tokai campus.  The expected number to move from Tsukuba to
Tokai is 150.  This year, the Director is S. Nagamiya and the deputy
Director is M. Takasaki.

          On April 1, having attendants from both KEK and JAERI a ceremony
was held at Tokai.  Both Director General at KEK (Y. Totsuka) and President
of JAERI (T. Okazaki) delivered speeches to celebrate the birth of this new
KEK branch at Tokai.

       .REPORTS FROM ALL THE FRONTLINES OF THE ACCELERATOR
        CONSTRUCTION BATTLEFIELD.

          The buildings for the Linac and 3-GeV Rapid-Cycling Synchrotron
(RCS) have been completed. Thus, the J-PARC accelerator construction
entered the next phase, that is, the accelerator components will be
installed and tested in the tunnel and buildings from now on. Most of the
Linac components were ready for this phase, except for the control as
planned. The mass production of the bending and quadrupole magnets
and their power supplies are close to completion. However, some of the
RCS components are still under construction, although this is as
scheduled. Some still require intensive development. For example,
the prototype of the ceramics vacuum chamber for the bending magnets,
having the racetrack-shaped cross section, is at the final stage of
the fabrication, being put into the vacuum furnace for the brazing,
while those for the quadrupole magnets are under mass production as
scheduled. The RF system is breaking through the most difficult stage,
that is, the machining of the Magnetic Alloy cut-core with a gap of 1
mm, and so forth. In this way, the accelerator team members are at
present fighting fiercely on all the front lines of the accelerator
construction, and are making breakthroughs everywhere.

          The fourth meeting of the Accelerator Technical Advisory
Committee (ATAC) was held from February 24th through 26th followed
by the International Advisory Committee (IAC). All ten committee
members from all over the world kindly participated in the meeting this
time.
The ATAC Report with 31 pages was completed and endorsed by the IAC on
April 4th. Many useful and detailed recommendations are presented in
the 31-page report throughout all the aspects of the accelerator
construction. In particular, the manpower problem is very serious,
even if the installation manpower system is quite different from other
countries. The electromagnetic compatibility issue has not yet
been solved or properly addressed either.

3. <<Exotic Nuclear Science Group>>   by Hiroari MIYATAKE

       .REPORT ON THE EXOTIC NUCLEAR SCIENCE GROUP.

          Radioactive 138Xe (q=20+) was accelerated to the energy
of 1.1 MeV/nucleon for the first time.  Installation and construction of all
KEK-instruments of the joint radioactive nuclear beam (RNB) facility,
Tokai Radioactive Ion Accelerator Complex (TRIAC), were finished in July,
2004. An Isotope-Separator On-Line (ISOL) at Japan Atomic Energy Research
Institute (JAERI) Tandem facility has been connected to the KEK
linac-complex 
consisting of the Split-Coaxial Radio-Frequency Quadrupole (SCRFQ) linac and
Inter Digital-H (IH) linac, via the low-energy beam transport line as well
as the KEK Charge-Breeding Electron Cyclotron Resonance Ion-Source
(CB-ECRIS). The test operation, including  RNB production using a
uranium-carbide target of 820 mg/cm2 and 30 MeV 0.4 micro Ampere proton
beam as well, has been started since August, 2004. At the beginning of
March, 
2005, we succeeded to accelerate 138Xe, which was one of fission fragments
from the uranium-target, through the JAERI-ISOL, the CB-ECRIS, and the
linac-complex. The charge state of the accelerated 138Xe was 20+
converted in-flight by the CB-ECRIS from mass separated 1+ and the
designed acceleration energy of 1.1 MeV/nucleon was achieved.

          The 1st program advisory committee (PAC) approved 4
proposals for TRIAC.  The TRIAC will be open for users from October, 2005.
An available machine time for use of radioactive nuclear beams is
expected to be 50 days per year. Another 50 days will be used for
low-energy experiments with stable nuclear beams. The TRIAC PAC was
held in this January to approve following proposals: (1) A study of
the heavy element synthesis in the early universe using 8Li-RNB.
(2) Nuclear spectroscopy of spin-polarized nuclei in the region of 132Sn.
(3) Spin-polarization of In, Cs, Ba isotopes with a tilted-foil method and
measurements of their nuclear magnetic moments. (4) Coulomb excitation
spectroscopy of Xe-fragments. KEK and JAERI will jointly steer the TRIAC
machine-time schedule for those subjects up to the end of FY2005.

       .HADRON HALL TARGET DEVELOPMENT (T1) IN PROGRESS.

          At KEK the development of a target station for secondary beam
production is in progress. Following the prototype test in 2003 at the
primary line mockup in the East Hall, the design of T1 was completed
in the middle of last year and a proof model was fabricated and has
recently been delivered to KEK. T1 will be the single target station
in the first phase of the Hadron Hall installed on the straight proton
beam line A and should deliver different types of beam simultaneously
to the secondary lines of K1.8, K1.1(0.8), A-KL and eventually to a
test beam line, consuming 30% of the primary beam power.  Because of
heating due to an energy deposition of nearly 10kW, water cooling is
essential. T1 is made of an array of five nickel discs of 36-cm
diameters with spacing in between. It rotates and is cooled in a water
bath. A 4.7-m long drive shaft transmits rotation from a top motor to
the discs through a radiation shielding block. The driving system as
well as the cooling-water circulation system were carefully designed
considering the maintenance procedure. The target-off mode is realized by
removing the discs from the beam. The proof model will be installed in
the KEK East Hall and several tests will be conducted soon for
mechanical performance, cooling characteristics and the mount/dismount
processes for maintenance. We will proceed to the completion of the final
system next year by improving this proof model.

          * A T2K collaboration meeting was held on March 10-12 at KEK
             with about 100 participants.
          * A mini-workshop "K1.8/K1.1 hadron beamlines at J-PARC" will be
             held on May 13-14 at KEK.

       .THE SCIENTIFIC REVIEW WAS CARRIED OUT FOR 12
      . INSTRUMENTS PROPOSED IN RESPONSE TO THE CALL FOR
        LOI IN 2004.

          In construction of the neutron target station, magnetite heavy
concrete was poured into the space between the outer liner and the
outer panel. Concrete pouring started at the radiation shield wall along
the muon target tunnel and the last section of the 3 GeV proton beam line.
Dump tanks and penetrations were preinstalled in the basement hall.
Twenty three neutron-beam extraction-ducts were fixed with specified
accuracy. Magnetic field tests for 8 quadrupole electromagnets gave
excellent agreement with design calculations. Also, good uniformity
in the magnetic field gradient was confirmed.

          Designs for neutron instruments that were proposed by the
project have been in progress. In the meantime, several workshops were
held on "Data analysis of neutron TOF on single crystal diffraction",
"Neutron Powder Diffraction Instrument Meeting 2005", "Neutron
Science and Computing Science at J-PARC", and so on.

          To fulfill the user requirement for an MLF computing environment,
a
framework of an integrated system was identified based on a data
acquisition and control network that are an assembly of multiple
computers. Along with these hardware, data analysis software is
incorporated.
A prototype of the software was tested at the KENS facility.
Also a structural concept of a general use LAN has been specified.

          Twelve instruments were proposed to the call for LOI in 2004.
There were 7 instruments with full specification to be installed as is and 5
with innovative ideas. The proposals were reviewed by the neutron
- instrument-planning-committee, which was designated under the
J-PARC director.

          Special task forces were formed to recommend activities to
establish
the J-PARC organization at the user operation program start. The task
force will formulate a general rule of neutron beam line installation and
discuss conditions for a third party instrument.

       .THE 3RD J-PARC MUON SCIENCE EXPERIMENTAL FACILITY
        ADVISORY COMMITEE, SO CALLED "MuSAC-III" WAS HELD.

          The 3rd J-PARC Muon Science Experimental Facility Advisory
Committee, so called "MuSAC" was held on 2005, Feb.25-26 at KEK,
which is organized under the J-PARC Project Director during the construction
period. Committee members were J. M. Poutissou (Chair; TRIUMF Lab.),
J. Akimitsu (Aoyama Gakuin U), S. Ikeda (KEK), Y. Ikeda (JAERI),
M. Iwasaki (RIKEN), K. Nishiyama (KEK), N. Nishida (Tokyo
Inst. Tech.), Y. Miyake (KEK), Y. Yamazaki (JAERI), H. Yasuoka
(JAERI), R. H. Heffner (Los Alamos Lab.), C. Petitjean (Paul Scherrer
Inst.), L. I. Ponomarev (Kurchatov Inst.).  As guest member,
K. Nagamine and R. Kadono attended the meeting.

          In the committee meeting, one-year progress and topics of the
J-PARC muon facility were reported, in particular, together with
a response for the 1st M-TAC (Muon Source Technical Advisory
Committee). Then core user projects, their possible implementation
at J-PARC, and the concept of a call for letters of intent were
discussed having several presentations by the candidates of the core
user projects.

          Brief comments were presented at the international advisory
committee meeting by Dr. J. M. Poutissou, chair of the committee. The
final committee report will be submitted to the Project Director shortly.

7. <<Nuclear Transmutation Facility Group>>     by Hiroyuki OIGAWA

       .DESIGN STUDY AND DEVELOPMENT WAS CONTINUED FOR THE
        TRANSMUTATION EXPERIMENTAL FACILITY (TEF).

          Design study and development were continued for the Transmutation
Experimental Facility (TEF) consisting of the Transmutation Physics
Experimental Facility (TEF-P) and the ADS Target Test Facility
(TEF-T).  For TEF-P, a prototype 3X3 rectangular lattice assembly
for plate-type nuclear fuel was manufactured by plug welding, and
specified accuracy for fabrication was successfully achieved.  For
TEF-T, neutronic analysis showed that the streaming of backscattered
particles through the proton beam duct can be suppressed by
installing a bending magnet outside of the biological shield of the
Pb-Bi spallation target.

8. <<Radiation Safety Group>>

       .THE NEW CONSTRUCTION PLAN OF NEUTRINO PROJECT
        APPROVED BY THE IBARAKI PREFECTURE GOVERNMENT.

          The proposal for the new construction plan of the neutrino project
was completed after several hearings at the Nuclear Energy Safety Division,
Department of Civil Affairs and the Environment, Ibaraki Prefecture.
This was reported in the Committee for Nuclear Safety Rules on
February 1, 2005. The construction plan was also briefed at the Tokai-
Mura public office. The official approval was obtained at the end of
February. The 5th Safety Deliberative Committee on Radiation Safety
was met at JAERI on March 3, 2005. In the committee, the radiation
safety scheme and the application form to the Ministry of Education,
Culture, Sports, Science and Technology (MEXT) of the LINAC were
mainly discussed. From suggestions of the committee, the application
will be submitted in July. Since the transfer of radioactive
accelerator-components from KEK to the Hadron beam-line area is
planned for March, 2006, the radiation controlled area for the
installation must be established before the transfer. The area will be
proposed together with the LINAC application to MEXT. Before the
submission to MEXT it is compulsory to report the results to the
radiation committees at both KEK and JAERI. The 3rd expert committee
on the interlock system was held on January 19, 2005, and the design
scheme of PPS at J-PARC was presented by the PPS group.

9. <<Integrated Control Group>>   by Tadahiko KATOH

       .THE TEST OF THE LINAC WAS ENDED SUCCESSFULLY.

          The test of the first stage of the J-PARC accelerators, 20
MeV Drift Tube linac has been ended. Various kinds of device drivers
have been developed and lots of application programs have been
developed and used for the tests. Drivers for Programmable Logic
Controller and EMB-LAN1000 interface controller board were developed
and tested during the linac tests. The test of measuring equipment
WE-7000 has also been done intensively. EPICS utility programs such as
"Channel Archiver" were tested and used for data archiving and further
data analyses.

          Network equipment for the linac was installed in the computer
room of the CCR building. It includes the central core switches and hubs
for the central control room.

          Now, we are working at the Central Control Building and making
preparation for establishing software development environment for
users of the J-PARC control computer system.

10. <<Facility Construction Group>>

       .COMISSIONING OF EQUIPMENT WAS STARTED IN THE LINAC
        AND 3GEV SYNCHROTRON BUILDING.

          Construction of the Linac Building and the 3GeV Synchrotron
Building has been almost completed. Electricity has been received and the
commissioning of air-conditioning and electric equipment was started
in these buildings.

       The construction of the Material and Life Science Facility Building
also progresses steadily at both under and above ground parts.
Road construction around the 50GeV synchrotron building has been
almost completed.

       .CONSTRUCTION OF THE FINAL PART OF THE 50GEV ACCELERATOR
        TUNNEL WILL BE ORDERED SOON.

          Construction of the final part of the 50GeV accelerator tunnel,
which is the northwest part of the tunnel, will be ordered next June. The
Hadron Experimental Facility, to which the Nuclear and Particle
Physics Facility has been renamed, will be ordered around the same
time.

          As for the first and second parts of the accelerator tunnel, the
building has been completed and equipment is being installed now. As for
the other parts of the tunnel, excavation and concrete work are going
on. At the fourth part of the tunnel, which was ordered last December,
sheathing is going on. The construction of the electric power supply
building and the machine building have been finished and the equipment is
installed now. As for the construction of the tunnel towards the Hadron
Experimental Facility, the reinforcing-bar work is going on.

11.<<J-PARC Information System Group >>

       .J-PARC INFORMATION SYSTEM GROUP IS JUST STARTED.

          After two years of working group activity and two domestic
workshop
meetings, the Information System Group was started in this April as a
regular J-PARC group. The tasks of this group are design,
construction and maintenance of IT infrastructure for J-PARC.
Currently the group has the following four sub-groups;

          Infrastructure Network System Group: Designing the network
infrastructure and the application servers (Mail, Web, etc.)

          Authentication System Group: Designing the integrated access
control and the authentication mechanisms for J-PARC IT resources.

          Administrative Data Base System Group : Designing the basic
database architecture for online 'paper' works for J-PARC users and staff.

          Experimental Data Base System Group: Designing a database
framework for J-PARC experiments.

          Secretary office : Coordination of sub-groups and other J-PARC
groups. Through these sub-group's study and work, the conceptual
design of J-PARC IT infrastructure was proposed and its necessary budget
is now under estimation.  The Information System Group is also working to
establish the security and operation policy for the J-PARC information
system. These actions are progressing with input from future J-PARC users.
