[Neutron] ORNL User Office Administration Lead

The Neutron Science Directorate at Oak Ridge National Laboratory invites
applications for a User Office Administration Lead. The Spallation
Neutron Source (SNS), when combined with the High Flux Isotope Reactor
makes Oak Ridge the world's foremost center for Neutron Science. SNS is
the most powerful short-pulse spallation neutron source in the world.
These unique facilities will provide opportunities for up to 2000
researchers each year from universities, national labs, and industry for
basic and applied research and technology development in the fields of
materials science, magnetic materials, polymers and complex fluids,
chemistry, and biology. Funded by the U.S. Department of Energy's Office
of Science, SNS began operations in June 2006.

 

The User Administration Lead is a member of the Neutron Scattering
Science User Office Team with responsibility for integrating services
for 4 ORNL user facilities and developing and delivering user services
that maximize research and promote scientific productivity.  Develops,
implements, communicates, evaluates, and maintains/revises user
administration processes and procedures for the neutron scattering
science user office.    Ensures compliance with applicable
administrative requirements.   Interacts with and serves a large and
diverse group of scientists.

 

Major duties and responsibilities are listed below.

*         Identifies and defines processes and prepares procedural
documentation.  Facilitates procedure review, evaluation, and revision.
Ensures that procedures are recorded and available for reference by
users and staff.  

*         Establishes and maintains effective working relationships with
internal and external customers and contacts including ORNL
organizations, other user facilities, the local community, and DOE.

*         Understands, interprets, communicates and implements
requirements for smooth and timely user access including execution of
agreements.  Provides assistance and resolves issues related to
immigration protocols.  Works closely with the visitor center and
foreign national office.

*         Provides ready assistance with local area information and
develops content for an informative web site.   Works closely with Oak
Ridge area organizations including the Oak Ridge Chamber of Commerce,
Oak Ridge Convention and Visitors Bureau, and area service organizations
and providers to assist users.

*         Develops and maintains methodology for assigning space and
resources for users.

*         Understands, interprets, communicates, implements, and tracks
requirements for training and for record retention. 

*         Establishes and documents process for tracking and reporting
user publications.  Communicates requirements and specifies inclusion of
facility acknowledgement.   Develops mechanism for compiling and
reporting publication statistics for inclusion on the web site and in
the annual report.

*         Compiles, reviews, and reports user statistics for inclusion
in the BES Annual Facilities Questionnaire and other data requests.
Identifies trends and with user office team identifies actions if
needed.

*         May direct and/or supervise user assistant(s) in performing
day-to-day tasks.

*         Ensures compliance with environment, safety, health and
quality program requirements including ISMS.

*         Maintains strong commitment to the implementation and
perpetuation of values and ethics.

 

Successful candidate must have a BS in a technical or business
discipline with at least 3 years experience providing services to
support R&D functions or an equivalent combination of education and
experience.  Demonstrated effective oral and written communications
skills with individuals and groups and ability to resolve difficult
situations required.  Proven success in writing and maintaining
effective administrative procedures required.  Proficiency in the use of
standard Microsoft products (excel, word and powerpoint) required and
familiarity with SAP and ORNL-specific systems desired.  Requires
experience working with a diverse group of people who have a wide range
of technical backgrounds ranging from physics, computer science, and
engineering.  Familiarity with one of more of the following required:
DOE requirements for access, immigration protocols, and/or user programs
at a major DOE user facility.  Knowledge of local area attractions and
amenities desired.  Occasional travel is required.
